Mr. Kumlachew Dagne is a prominent corporate and tax lawyer with 23 years of experience in Ethiopian academia and legal practice. One of the top-notch experts in the field, Mr. Kumlachew has been involved in more than 20 multi-million-dollar privatization and private equity transactions, and has worked with multinational companies such as Diageo, Uniliver, HP, Total, British American Tobacco, Proctor & Gamble, and others. In 2015, Mr. Kumlachew established Kumlachew Dagne and Associates Law Office, and has since been providing excellent legal service to foreign investors seeking to acquire interests in Ethiopia. In his academic career, Mr. Kumlachew taught law at Unity University (2001-2003) and Addis Ababa University Law School (2003-2007). Kumlachew has also worked as part-time lecturer of law at Ethiopian Civil Service College, Ethiopian Mass Media Institute, St. Mary’s University College, and Alpha University College. Mr. Kumlachew is also known for his active engagement on human rights and civil society issues. He was the Chair of the Ethiopian Human Rights Council (EHRCO), the only human rights monitoring CSO in the country (2015-2017). He served as an executive committee member of the Ethiopian Lawyers Association (2010-2014); founder and Board Chair of Consortium of Ethiopian Rights Organizations ( 2016-2017); the principal drafter of CSO parallel reports for Ethiopia’s Universal Periodic Review at the UN Human Rights Council (2010, 2014); Vice-President of Africa Humanitarian Action-Ethiopia (2014-date); and the Board Chair of the InterAfrica Group-Ethiopia (2013-date). Kumlachew was among the principal drafters of the Civil Society Proclamation No. 1113/2011, and actively participated in the Working Groups of Legal and Justice Affairs Advisory Council (LJAAC) to reform civil society, media and anti-terrorism laws.
